How can we prevent the St. Clair disaster from happening again?

This question is for Adam Giambrone.

I travel on Eglinton Ave West from Etobicoke to Toronto (Allen Rd.) on a daily basis.  I constantly see construction workers performing their daily tasks for the new Eglinton LRT.  My concern is that this is going to be another St. Clair disaster which I do not want to live through again.

What steps do you think should be taken to ensure there are no disruptions like there was on St. Clair?
